Can a US Citizen with permanent residence status in Canada apply for a passport at a US post office?

I live near a US border city and would like to know if I can avoid going to the US consulate in Toronto to apply for a passport.

  1. Yes, of course you can apply for a replacement passport in the US even though you are resident in Canada.  If you qualify, you could also apply by mail:

    http://www.travel.state.gov/passport/get...

    As you can see by the instructions, US citizens residing in Canada may replace their passports by mail.
