Can a US Citizen with permanent residence status in Canada apply for a passport at a US post office?

I live near a US border city and would like to know if I can avoid going to the US consulate in Toronto to apply for a passport.

Yes, of course you can apply for a replacement passport in the US even though you are resident in Canada.  If you qualify, you could also apply by mail:

As you can see by the instructions, US citizens residing in Canada may replace their passports by mail.

yes...you are a us citizen and in the US you normally apply for it @ the post office.

no, because your residence is not in the US, you must use the consulate in Canada,
