Can a US immigration visa be finalized while applicant is in the US?

I am an American citizen working abroad where I met my now wife who is not an American citizen. In the past months, we have been processing her immigration visa. We are at a step where we are waiting for a police clearance from her country. Once we get it, we will send the documents to the National Visa Center who will then send documents to the local (overseas US) embassy for an interview. However, we don’t know how quick or slow this process will be. My work contract has ended overseas and I am coming home. My wife has a visa to enter US. Can she come with me and finish the process in the US? Is there such a process or does she have to stay behind and wait for her interview?

  2. what kind of visa does she have? a tourist visa? then sad to say, she will be denied entry into the country. a tourist visa is for vacation purposes, not a way to get around an immigration process. for her to use her tourist visa, she'll have to show the immigration officials that she does not have any intentions of immigrating. since she has an immigration application in process right, that would be impossible to prove.

    she'll have to wait and stay behind for the interview. it would still be another 6 months for her to get her interview date.
