Yes, mental retardation and several other problems as well.  Be sure to see a doctor asap to have the baby checked out.

To my knowledge, technically, No.  Mental retardation such as Downs Syndrome is a genetic disorder.  Though, I suppose if a child fell hard enough at just the wrong spot, it could cause permanent brain damage.

Not if you make sure he doesn't go to sleep soon after the fall, and bring him to a chiropracter for an adjustment (or other specialist who can do cranial manipulation) or to the ER for observation.
