Can a boaters license in Florida be used in Arizona?

Please help find a website that has boating license that can be used in Arizona. And also is it possible to use a boating license from florida in Arizona or would it be best to get a boating license from arizona. i have no clue how it works. i just need a boaters license to go jet skiiing in arizona and i live in florida.
