depends on how it's broken but replacement of the neck isn't hard for a good luthier. I don't believe it's something to try on your own.

Yes if it's none correctly, I've done it myself, on a Gibson. One question, why not just put on a new one, there not that expensive, but if it's an old Gibson save it in case you want to sell it and have all the original parts !!!!!!!!!!!!!!

Gibson's weakest point is the headstock right below the truss rod.

I fixed  many broken gibson neck and is not a complicated job. It's just a matter of knowing what to do and how to do it right.

What needs to be done isto put two dowels , one on each side of the truss rod. Then , you have to align those dowels withthe broken headstock and drill two holes to accomodate the dowels.

Then we apply a contact cement glue and let it dry for 30 minutes.

Then, you have one shot of takingthe head stock and fitting it on the dowels without hesitation. The reason I say that is because, once the glue has started to set after 30 minutes, the bonding is instant once you press the two pieces together and their is no second retry either.

After 24 hours, we apply an epoxy finish to fill the cracks. Then we sand it and paint the neck with the matching color and that's it.

Actually, once the job is complete, it is stronger than new and wont break at that place once I fix it.

Kind of depends on how badly it is broken, but they can also be replaced. Yes, it will still be tunable if it is done right.

Can't answer that without knowing exactly how it's broken and the extent of the damage.  I will tell you this much, however:  The only people you should trust with such a repair job are the luthiers at Gibson in Nashville.  NO ONE knows Gibson guitars like those guys -- most of them have been working for Gibson all their lives; some for more than 40 years.  The Gibson website has phone numbers and E-mail addresses for their repair shop.  Best to have them check it out and tell you if it can be repaired or not.
