  1. in california you cannot register a car without a smog cert. you can only get an exception if it cost more to repair than the car's value.  


  2. Yes, a car can still be registered, but if it didnt pass smog, then all yu need to do is fix whats making it not pass, then ur good. not passing smog has nothing to do with being registered with the DMV

  3. Not in AZ. You have to have the emissions certificate in order to register a vehicle.

  4. Racegal's right, you have so many tries to smog your vehicle but it still has to be smogged.  DMV also has a program to help repair the problem if it gets expensive.  If it still can't pass, it's registered as a "gross polluter".
