  1. I don't know the specific rules, but from what I can gather it is acceptable for a CCTV camera to go over the boundaries into public areas, but not private property belonging to someone else.  

    So it would be OK to film the street, but not someones garden.  Having said that, if you are the owner of the camera it would be prudent to ensure that the car park is the main focus.

  4. you need real legal advice because video, and the use of video involves a number of conflicting rights. privacy versus public protection is just one. The rules are slightly different depending on the Country and City that has jurisdiction.

    in general, cctv footage is private, may not be used or sold to the public. however the public's need to prosecute felons trumps any privacy issues. so there is not a simple answer to your question.

    if your asking if the car park has the right to install a cctv system that has the potential to see other areas, the answer is basically, yes. the cctv camera is just a substitute for a patrol officer stationed ath the same spot.  If a patrol man were to see the commission of a felony beyond his beat limits that does not preclude him from being a witness.
