If all the heat was collected, yes.  One can very effectively heat a tent with just a candle.  In this case, the trick would be how to effectively get all the heat directed into the heat absorber.

Yes, the 12 Volt plug in the car can produce enough power for a heating pad.  I recommend using a power inverter to convert the 12 VDC to 115 VAC for use in the pad, or order a special heating pad designed for 12 volts.
