Can a city (in CA) impose its own alcohol curfew, only in a certain area, and only off-sale?

By 'off-sale' I mean the opposite of 'on-sale', i.e., beer/wine/liquor sold for consumption elsewhere. The city of Oceanside has made it illegal for stores in a certain area of town to sell alcohol after midnight. The curfew extension does not apply to bars in the same area, they are still permitted to serve util 2AM, It also does not apply to the entire city, some stores are still permitted to sell until 2AM. These stores are licensed by the state to sell until 2AM. Is this sort of thing within the city's legal purvue to impose?

  2. as long as the ordinances are legally passed by the city board they are legit and can be enforced legally. there is a city up north in my state that does not allow any alcohol even sold there, if you are caught with alcohol you get a ticket.

  3. I can think of two California locations listed by zip code that have

    what are sometimes refered to as Blue Laws.  Sin is regulated.

    There are worse things than curfew or off-sale within Blue Laws.
