Yes, with some qualifiers. The weapon must be transferrable and a Form 4 must be submitted to BATFE along with a photo and fingerprints of the purchaser.  The presiding local law enforcement official must sign off on the Form 4 before it is submitted.  There is a $200 transfer tax stamp for the transaction.  After a background check by BATFE, the purchaser will be notified of approval or denial.
