  1. Money talks you can buy anything with enuff of it.


  2. You can buy and operate most anything you want.  A vessel/vehicle is just a mode of transportation.  Clear it of nuclear weapons and you are home free.

  3. Sure. You can buy one from a military surplus dealer, or directly from the GAO at auction. Head over to http://www.firstgov.gov and look up the sales and auctions available.
