Can a college student move to another country and still continue their education?

I'm 19 and live in Louisiana, and I like to move and settle down in europe after med school (Psychiatrist) but I know that will take a while, and I though why not try to do it sooner than 9 yrs. how about 2-4, seize the day, live the life I want, no ones stopping me. I have either germany, paris or spain in mind. can an american student transfer colledges to those countries and still be able to attend med school? if so what are the requirements?

  2. yes my sister goes to creighton university (omaha Nebraska) and ilves in the Dominican Republic and does service work down there and still takes classes
