  1. That depends on the felony, but for the most part, yes.  There are only just a very few that would keep you from getting one.

Well unless you're out on parole (you've completely done your time) you will be able to get your passport (especially if the crime was commited in the country of your nationality) but it is unlikely you qualify for any visa programs that your country might have in the agreements with the country of your nationality and France or Israel. You would have to get a visa to visit both.

  3. u can travel to france and stay   for 90 days on your valid US passport
