  1. if he shot somebody and his sentence is SIS (suspended imposition of sentence) he should be able to hunt. but if his sentence was SSA or SAS

    then he can't even have a firearm in his possession or even be around a firearm. you will need to consult your local Sheriff's office. anyone convicted of a felony cannot buy a firearm. And if anyone buys it for him can be fined.

    The state has nothing to do with it, this is a federal law that applies to all states.
