Can a defensive player stretch his arms out to impede the offensive player from driving to the hoop?

  1. Yes, but he must be moving also and not touch the offensive player hard or it's a foul


  2. no. that would be a foul. You have to move your feet and stay in front of the player like most good defensive players. You can only touch the offensive player with a bent elbow anything outside of that and a ref is going to whistle you real quick.
