Yes they can and they can charge whatever amount of interest they want.

Doctors can charge interest on medical bills, but only if they are delinquent.  They must first get a signed agreement with you that allows them to charge you interest.

Not positive about the previous answer requiring them to have a lenders license...need to research that.  But other sources say it's allowed on delinquent charges.
