Can a father "sign off" on a child in the state of Pennsylvania?

Here's the deal - my younger brother recently got his ex-girlfriend pregnant. I got in to a long debate/argument with him about whether or not he could simply "sign off" on a child, and shed all responsibility. I told him that he may be able to give up custodial rights, but that child support was a seperate issue. Anyone know more about this? For the record, I think the kid needs to take responsibility for the child, but the girl wants him to have nothing to do with the child (not sure I blame her). Thanks in advance.

  1. Well he can simply sign away all parental rights, which in turn would mean basically he had no child.  Biologically the child would always be his, but he would not be in his life, or have any say in anything in the childs life.  Nor can he have visitation or partake in anything a parent does.  This had to go through the courts, but from what I have heard is an easy thing to do.  So you might want to do some extended research on it through a family lawyer but it can be done.
