  1. Yes a felon can get a passport, it shouldn't be very difficult at all. The only problem you'll probably encounter is when you are trying to travel some countries might not let you in, or you might need a visa before you get into a country.

Yes, you certainly may get a passport without problem.  Some countries, like Canada and the United Kingdom will deny you entrance or require you to apply for a special visa...so when you plan to  travel, check with the embassy or consulate of the country you want to visit to be sure.  They DO run crimminal background checks when you arrive at customs and will send you home.  Mexico...no problem.
