Question:

Can a foreign citizen get a flight connection through a U.S. city if they can't enter the U.S. legally?

Many flights from (for example) Latin America to other parts of the world connect through U.S. cities only. If a passenger cannot legally be admitted to the U.S., but holds a ticket to connect in a U.S. city for a flight to a different country, what happens? Do they get escorted to their 2nd flight, do they get sent back home?

If you are concerned because you do not have a visa to enter the U.S., you do not need to worry.  The U.S. no longer has transit visas.  Instead, if you just need to change planes in the U.S, you will go through a special customs inspection, then wait in an international waiting room.  You may not leave the waiting room until time to get on your next flight.  You can verify this info by using the site below.  Just enter your nationality, transit point, and destination.  Then click for the info and you will get the same info I just explained.
