Can a foreigner apply for electrical contractor exam in NJ?

My friend abroad is in electrical business. He is interested in how it's done in the US. I recommended him to go ahead and try to pass the Electrical Contractor Exam. However, I'm not sure if he can do it being a foreign national. Please advice if you know something.
