  1. No.  L1 visaholders are limited to working with the company for which they received the visa.  Their dependents are barred from working unless they qualify for, apply, and are approved for work authorization.  An L1's dependents who received work authorization would have to work in a regular job, not as a contract employee.  So no one on an L class visa can do contract work.
