Can a formal complain be made if a business back yard is extrimely trashy,and to whom you complaine?

yes it can be made and i would make it to human resources and if they don't take care of it, then i would complain to the general manager.

Yes, you can file a complaint with the city you live in.  They will come to the home, make an assessment to determine if the home owner is in compliance with city ordinances and give them time to fix the problem.  If after a certain amount of time the compliance is not met , the city will issue a citation and usually a hefty fine is attached to that. Yes...You complain to the Environmental Sanitation office & they will come for inspection on that street or crescent!!!

I think you would complain to the city.  Thats how it is here where I live. They'll come out and look and give a notice if needed.
