Can a fourteen year old ride a 125cc scooter in CA?

I was interested in getting the sym vogue 125 but I was wondering if it is legal for a fourteen year old in California. I tried looking at the CA DMV site but couldn't find anything.

Yes ! but not on the street. [dirt biking ]or country side.You need a licence if you want to ride on the street . and you are not of legal age yet .

Any where you want as long as it is your yard and drive way your not old enough to drive on the public roads , streets and sidewalks or  parks or any where that  your parent do not own.
