Can a g*y of different races be married in Massachusettes?

According to the new law for same-s*x couple in Massachusetts , is it really now allowed to marry out-of-state g*y couples??? Can also be married with a foreign?? what are the circumstances??

I live in Thailand and really following news about this on daily basis. I'd love to see the Thai government to allow same-s*x married one day.

Massachusetts will marry any two people regardless of s*x, race, citizenship or residency.

Of course, most states and foreign countries will not recognize these marriages.
