Can a ghost still be present even if no anomalies show up on instruments ?

Absolutely. Even when you are investigating and find nothing the whole night, when reviewing the evidence, you may have EVPs or have even have captured something on video.

Of course, had you read anything from a major ghost hunting site they tell you that the equipment is for VALIDATION ONLY and a positive reading is not necessarily a requirement for establishing fact. For example, no machine will ever register you getting pushed or shoved while on the scene. Few machines are capable of picking up the scent of a very strong perfume in the area. No, machines are only for validation and sometimes are not triggered.

  Spirits have different levels of energy, only those who are strong enough, will register on equipment. I have seen and felt spirits, with no accompanying reading on EMF. There are a lot of things we don't know. It may have to do with the frequency,or polarisation of the emf emissions, the sensitivity of the equipment,etc. Spirits seem to be able to manifest at will. This could include producing  a camera image or emf reading. EVP is definitely under voluntary control of the entity.

yes, sometimes they leave the area when the instruments are out and come back when they feel safe.

sometimes they are attached to a person and can only be detected when that person is present.  I have had someone with me for several years.  He has told me his name before but I can't remember it.

Nobody could know this. There would be no way to know this if the ghost is undetectable. The way anything is objectively detectable is that it causes some kind of fluctuation or signal on some measurement device, whether that's our optic nerves, ear drums, a Geiger counter or a thermometer.  Other than this, all you have is subjective feelings from those who call themselves sensitives or mediums, and this is a very bad way of detecting anything.

If a ghost is indeed a sentient being then yes.  but there are many different types of ghosts divided into two distinct classes- Sentients and Non-Sentients.  the Sentients include poltergeists, daemons, malicious spirits, and any "ghost" that interacts with the physical world in a tangible and obvious way.  the non-sentients are basically residual energy, such as repeated voices, old ladies sitting in rocking chairs, non-interactive phenomena.  Non-Sentients usually occur when a person died a traumatic death, or when something traumatic happened to them such as the loss of a son, or being burned alive, or tortured and murdered.  these ghosts are simply energy footprints and therefore can always be detected.

The Sentients on the other hand can either control the energy they put out or leave the vicinity of the instrument when they choose to.

so... simple answer, yes a ghost can still be present in the absense of anomalies.

not-so-simple answer, it depends on the situation, the ghost, the setting, and people involved.
