Yes he can. For few seconds :) Just joking. It is possible. It happens everyday, when you walk in the streets you see a lot of beactiful girl. To look at them it's _natural_. To get hard because of the glance... it would means interpret a sexual message; clothes are de facto secual messages, so the way a girl wears matters. Better if dirty thoughts come in private, since publicly is not polite to have an hard c*ck.
