Can a hotel require you to use their in house av provider?

The hotels can set thier own policies about what kind of services a client can bring in.  They may have insurance issues about electronic or other audio/visual equipment can be plugged in to their facility.

Yes they can. There may not be any other reason than that, "We want you to use ours." becaues outside AV people tend to mess things up more so than their own. lol
