  1. Depends on how much thrust the hovercraft has.


  2. You mean the same vehicle, same power source, with wheels vs without? Then the answer would be yes I assume; due to there being no friction/rolling resistance.

  3. Depends on various factors:

    If we take the thrust as being std for both situations ( wheels or skirt).

    Then it is the drag from the skirt depending on the surface of the ground. Or the drag from the wheels.
