No, a human and an ape or monkey of any sort can not have a child naturally.  This occurs on a fundamental level due to the different number of chromosomes found in different species.  Humans, for example, have 46 chromosomes, while chimpanzees, which are often considered to be our closest evolutionary relative, have 48.  During production of gametes (sperm and egg), the number of chromosomes is halved.  This leaves 23 chromosomes per sperm or egg in humans, and 24 chromosomes in chimpanzee gametes.  When the sperm and egg fuse at fertilization, the entire genome of the organism must be reconstituted.  In this case, a human egg fused with a chimpanzee sperm would result in an organism that had 47 chromosomes.  This is a problem due to the generally paired nature of chromosomes and necessity of even pairing for mitosis.  This fusion at fertilization would not lead to a viable offspring with complete development.

Inter species reproduction does occur in nature. A horse and a donkey producing a mule is probably the most well known example. But tiger and lion cross's are also known. As are others.

Humans have one less chromosome than the other apes. Two have fused in humans into one larger chromosome. This disparity is not a total barrier however. Horses typically have 32, and zebras have a lot more (44 - 62, depending on species), yet there are examples of hybrids. Even some species of horses have a different number yet can breed quite successfully.

However, there has never been a verified hybrid, experiments have been carried out (google is your friend), but non has proven successfull.
