Yes actually, they can. It's not up to the airline to report illegal immigrants for domestic flights. The airline and the TSA officers will just look at the id, see that it's expired, and subject him to additional screening.

I did know one ticket counter agent that would report illegal immigrants, but that was just her going above and beyond to be a jerk to anyone she could.

Then the government will give him a flight for free to his/her country of origin. Bonus!!

you need a valid id (which is NOT an expired on).  when TSA sees their non usa passport, they will check the visa and see that it is expired.
