  1. As an international student in the USA you are allowed to work 20 hours a week and on vacation time you are allowed to work full time.  You cannot help him get a work permit unless you plan on offering him a job yourself.  Work permits are only issued to the individual after they show that they have the skills for the job which means a degree, and the company has to sponsor him not you.  I hope this info helps some. He needs to go to his academic advisor and see what his options are.

  2. Your brother may apply for permission to work based on a sudden economic hardship, but it is highly unlikely he would prevail.  When your brother applied for an F-1 student visa, he filed paperwork with the school for the I-20, and with the Department of State for the visa itself, indicating that he had the financial resources available to support himself and his studies so that he would not have to work while in the US.

  3. hey, actually, after first year of study he can apply for a work permit OFF CAMPUS up to 20 hours. Those permits are issues due to changed financial situation (fex. his sponsor does not want to support him anymore, he died, ost a job ect). Your brother needs to ask in his school what to do to get a work permit off campus, but remember he can do it only after he completed first year of school..... goodluck!! Agnieszka
