I suggest you do some research into laser ablation. If you are working in this field i suggest you do a search for relevant research papers using the web of science. I think it is unlikely you will find and expert in this field using these forums. Although i could be wrong.

There is alot of work being done in laser ablation of diamond around the world but i guess you would know that given you're asking about diamond nanorods and fullerite.
