  1. I can't imagine why not.  A car is a car, as long as you have a licensed driver in the car with you.  The NSW Government doesn't have the power to pass a law determining how many cylinders your family car can have, and if you're going to be learning to drive, chances are you're going to be driving the family car.

  3. I'm not sure about NSW, but in QLD it is illegal as we have too many accidents with young drivers who own cars of this nature
