Can a library card can be use to borrow book and anytime we want

what i trying to say is can a library card be expire and cant be use anymore or we can use it anytime we want

They don't expire-- just make sure you don't loose it because someone else can pick it up and use it as theirs and you would end paying all the money from their fines, fees, etc...
