  1. It sure can, nothing is sacred, especially if it's a lien requested by the government.

    Many time accounts with brokerage firms are specially coded and restricted since they have a lien against them.

  3. No. a stock cannot have a lein on it.

    A brokerage firm will place rules on margin accounts for stocks that are not fully paid for. But this is not called a lein.

    If you owe someone money they can just send it to collections and or sue. The assets can be seized  by a Court Order in a law suit via a Writ of Execution.

    You can only put a lein on a physical property such as a house or car.
