Can a manager prevent the bus from the mobile home park?

we live in a mobile home park, my mom is on dial a lift which picks her up and takes her where she wants to go she is disabled and needs this service. our manager said he caught the bus speeding and said if it happens again he will stop the bus from entering. can he do this there is no speed limit listed for the park and i feel he is trying to scare us out or something or just cause problems for us i need help i live in olympia washington any legal help welcome and appreciated

Check the Americans with Disabilities Act but do remember that the mobile home park is private property, and the Act might not cover something like a bus coming onto private property.  The Act also might not cover your mother simply because if this bus (or bus service) is banned from the mobile home park, there are other services that your mom can use.  She isn't being prevented from using transportation; she just wouldn't be able to use that one bus company.

    You also will need to find out whether the property owner can ban the bus using the excuse that it was speeding when there are no speed limit signs.  Your city or county may have a law that says any street without a posted speed limit has an automatic speed limit of, say, 35 mph.  That's true where I live, and it doesn't matter if the street in question is a private street - if no speed limit sign is posted, the speed limit is 35.

    You can always talk to the bus driver or call the manager of the bus service and talk to them about your situation.  If the bus driver is in fact driving recklessly or too fast for the road conditions, he needs to be told to slow down.

  2. I would check 1. the mobile home park rules and regs document, 2. city or county laws   to see if he can do that or not.

  3. Tell him that if he does do that you will file a complaint under the Americans with Disabilities Act
