Can a minor leave to U.S without a parent?

I'm hoping to leave to Mexico with a birth certificate. Im going by car. And Im not sure if i need my mother concent. Please help thank you. Oh Im 17. And going with two cousins.

You're 17, in most states this is not a problem.

Yes, you will need her consent. You can expect to be turned away at the border if there isn't an adult who can document that they are your parent, guardian, or that they have permission to take you.
