Can a minor quitclaim a deed to an adult sibling for property that was inherited?

No a minor has no legal capacity to contract.  The minor needs to have a guardian appointed for him to represent him and to act on his behalf.  The will may have selected one and that appointment is confirmed by the court, or an alternative individual appointed.
