Can a motorcycle highway patrolmen in cali pull you over without using their red and blue lights...

Here's the whole deal. My boyfriend and I were on our way home and we're going down the freeway with the flow of traffic. My boyfriend decides to change lanes and so he speeds up a little considering we were moving into the car pull lane and they were going faster then the lane we were in. Next thing I know I look over and there's a motorcycle cop pointing at my boyfriend and then pointing towards the side of the freeway. So we pull over. The officer didn't have his lights on when he came up behind us nor when he was along side us. He never used his lights when he pulled us over, period. All we were doing was going with the flow of traffic and changed lanes with a slight increase in speed.He never even said why we were pulled over. Nah he was too busy trying to lecture us on the safety of being on a streetbike. My boyfriend's been driving one for like 2 years now and I've been on the back just about the same amount of time,So we didn't need a lecture. Anyway, can they pull you over without using their lights?
