Can a nation make any progress if most of the people are corrupt?

India is one of the most corrupt countries in the world.They say it is developing fast.Is it possible?

 A nation is made up of individuals, and if every other person has rotten personality, how can they collectively form a healthy nation. Its not possible to have a prosperous countrywhen every other person is vile and corrupt.

Its a tragedy that people tend to forget, that their stay in this world is for a specific time period, and one day they have to leave this mortal world. But still many use illegal means and usurp the rights of other to live comfortable lives. Forgetful of the fact that their final abode is not this world but grave.
