  1. Yes, it is his fence and most fences are installed on the owners side of the exact property line. Still, he should ask you first if he is polite. You should agree, perhaps with some direction to make such a modification aesthetically acceptable to you.

  2. If it is HIS fence, and on HIS side of the property line, he can do anything he wants. If HIS fence overlapped into YOUR yard, you can not only remove the bracket, but complain about the fence itself. Otherwize, nothing much you can do.

    Im having problems with my neigbor , who RENTS, (I OWN) keep extending the mowing line WAY over into his yard. Like Im gonna MOW HIS yard??  I can barely mow my OWN! So when he tries to stretch the boundary, after showing them about 6 times, and discussing with landlord, i just stopped mowing his ..The lazy jerk FINALLY caught on and will usually come out and mow that strip. LOL!

  3. LOL Why in the h**l he wants a bracket that he can't see is beyond me.

    However the answer is yes, usually the city, county, or village you live in has codes that require the fence to ,lets say, a foot on the owners side of the property line.  

    But that Kinda souds like the tree whos roots and trunk are on the nieghbor's property but the pesky branches that could damage your home are on yours.  You have the right to remove those.

    I think I would just ask if it could be removed before I grabbed a s***w driver though
