Can a non citizen play lotto?

Hi,

I want to know whether a non - citizen can play lotto (lotteries) in the country he / she is residing. And working on some work visa? Of course I am a tax payer to Aussie government.

example: In Australia playing lotto. Or in US playing lotto

Sure, why not?. But their might be problem in getting the money if you win, because he/she is not a citizen.
