  1. A non Resident, a NRI can buy land any where in India, except in the State of Jammu & Kashmir.

    But a non Indian, who is not Citizen of India can do so with special permission. They need to get clearance from various Central Government and State Government Departments, except in the State of Jammu & Kashmir.
