    The non-citizen does not even have to be here.  A person from another country can buy individual properties, or even own shares in a REIT.  (Real Estate Investment Trust)

    Green Card residents can get FHA loans.  They are not citizens. But, they pay income taxes.

    A company is like a "person" for property ownership.  A foreign company can own property in the US.  If it could not, how would Toyota be able to have a plant in the US?
