    The quick answer to your question is "Yes, if the teen's a minor."

    A parent or guardian must give permission to the State of Arizona for a minor to receive a driver's license.  In doing so, that person takes on financial liability for the minor where the minor's liability may not otherwise be covered (say by insurance).  Consequently, the parent or guardian can take that permission away.
