Can a passenger in the state of TX who is a minor have to wait for liscence if in accident w/16yr driver & pas

friend was in an accident with a 16yr old driver and 1 other passenger, all 16, it was the 16yr drivers fault. Will my 16 yr old friend, who was in the backseat, have to wait until he is 18 to get his driver's license?
