No. You can get married and the permanent resident can then apply for their spouse, but fiance visas are available only to fiances of US citizens.

No. Only US citizens can get a fiance visa for someone.  You would have to marry, then apply for a spousal visa, but you cannot get priority, so it can take 5-10 years, depending on country of citizenship and how badly stacked up the waiting list is.
