  1. Yes.

    Shipping is a problem, though.  Most eBay merchants guarantee prices for delivery only to addresses in the US.

    (Just get a pay pal account and e-mail a question to the seller for items you want to buy.)


  2. You must read the auction to see if the seller ships to your country. Shipping depends on the weight so it varries.
