There is no such thing as an "EU visa" - each member state still dictates immigration policies.

Perhaps you have a Schengen visa?  This is not the same as an EU visa -

e.g. UK is part of the EU but not part of the Schengen zone

e.g. Norway is part of the Schengen zone but not part of the EU

Croatia is not part of the EU and also not part of the Schengen zone, so any visa you have for a EU country will not help you to enter Croatia. Visa requirements are based on your passport and not what visa's you hold (with exceptions)

e.g. you can see here, a Taiwanese person resident in Germany (for example) will still need to obtain a visa to visit Croatia

On the website of Croatian Ministry of Foreign Affairs Taiwan is not mentioned.

According to a 3rd party site the visa is required

Citizens of Taiwan residing in Croatia have to apply for a visa to Taiwan in person at the nearest consulate of Taiwan in Croatia. Please note that the application procedures and fees may vary depending on where you apply. If there is no consulate of Taiwan in Croatia there might be a consulate of Taiwan in one of the neighboring countries that covers the jurisdiction of Croatia.
