You only need one passport with a visa.  Choose the country that gets along with the US.

US law says that a person can have only one visa of a particular type.  Since we have more than 20 types of visas, a foreigner with an interesting life might hold (for example) a US tourist visa, a student visa, and a performance visa, but only one of each.  So no, the individual would have to choose which passport in which he or she wanted the visa to be placed.
